Jacobine van der Vloed obtained a Masters Degree in Cultural History (University of Utrecht) in 2002. Since 2005, she has been working with the International Film Festival Rotterdam as a member of the staff of both the CineMart and the Hubert Bals Fund.

Since April 2007, Jacobine is the coordinator of CineMart, the international co-production market of the Film Festival Rotterdam. CineMart was the first platform in its form to offer film makers the opportunity to launch their ideas in the international film industry and to find the right connections to get their projects financed. Launching around 35 new projects that are looking for additional financing, CineMart also forms an important start of the 'film year.’

Besides coordinating CineMart, Jacobine is also in the selection committee of the Hubert Bals Fund of the Rotterdam Film Festival. She is also member of the Advisory Board of the Utrecht Latin-American Film festival.
